Autumn means crab season, and the question we get most from Hong Kong readers is not "where is the best restaurant" but "Can I bring hairy crabs back from Shenzhen, and how many?"
Short answer: for your own consumption, a reasonable quantity is fine. Bringing them back to sell is illegal. The Centre for Food Safety (CFS) said this plainly in a December 2025 press release: it stepped up joint enforcement at boundary control points against suspected parallel traders carrying hairy crabs for resale, and in six weeks intercepted more than 1,900 crabs. This guide covers the rules, the penalties, how to pick good crabs, and six real places to buy them in Shenzhen.
1. Can you bring hairy crabs into Hong Kong? (The official answer)
Under the Imported Game, Meat, Poultry and Eggs Regulations (Cap. 132AK), the categories that require a health certificate and/or prior written approval from the Food and Environmental Hygiene Department are game, meat, poultry and eggs (milk, milk beverages and frozen confections are also regulated). Seafood is not on that list — crabs, fish, prawns and shellfish are not in the "prior approval" categories.
So buying a few crabs in Shenzhen and bringing them home for your family is not in the "requires prior written approval" category. Bringing back cured meat, salted eggs or poultry, on the other hand, does require a health certificate from the issuing authority of the place of origin.
Official penalty: on conviction, a fine of HK$50,000 and imprisonment for 6 months.
There is also a practical catch the CFS points out: issuing authorities normally issue health certificates to the food trade for commercial purposes only — so individuals effectively cannot obtain one, which is why meat, eggs and poultry should simply not be carried.
2. How many can you carry? "Reasonable quantity for personal use"
The law does not set a number. The test is personal use: a reasonable quantity of food carried in your personal baggage for your own use is generally not restricted, but one person hauling a whole basket is clearly not personal use.
A commonly cited reference is 8 to 12 crabs for a family of four. That is media and industry guidance, not a legal standard — enforcement officers assess each case on its facts.
The CFS press release of 2 December 2025 gives the real-world picture: over six weeks it received 16 referrals from Hong Kong Customs about suspected parallel traders, and intercepted more than 1,900 crabs, investigating the source, whether health certificates existed, the purpose of carriage, and whether the person was registered as an importer under the Food Safety Ordinance.
3. You cannot bring them back to sell
In Hong Kong, hairy crabs are a "restricted food" (shellfish and aquatic animals). Under the Food Business Regulation (Cap. 132X), no one may sell restricted food without the written permission of the Director of Food and Environmental Hygiene. In practice:
- Shops selling crabs need a shellfish and aquatic animal (hairy crab) selling permit, or written permission if they hold another relevant licence;
- Online-only sellers need an online restricted food selling permit and must display the permit number, registered address and approved food types on their homepage;
- Importers must register under the Food Safety Ordinance (Cap. 612) and keep food in/out records;
- Penalties: selling restricted food without permission — up to HK$50,000 and 6 months' imprisonment; failing to keep food records — up to HK$10,000 and 3 months.
Customs also cites the Trade Descriptions Ordinance (Cap. 362): false trade descriptions about crabs (for example, misstating origin) carry up to HK$500,000 and 5 years' imprisonment.
4. Buying in Hong Kong? Check the permit
The FEHD advises consumers to buy from reputable merchants holding a hairy crab selling permit or written permission. In the shop, look for a permit displayed prominently; online, look for the permit details on the seller's homepage; and check that the crabs come with source documents and health certificates.
5. How to pick a good crab
- Green back, white belly, golden legs, yellow hair — the classic quality markers.
- Press the shell: it should feel firm. Turn the crab over — its legs should move vigorously.
- Seasonal rule of thumb: females in lunar September (rich roe), males in lunar October (firm meat).
- Avoid suspiciously cheap crabs of unknown origin sold loose on the street with no receipt or certification.
6. Six real places to buy crabs in Shenzhen
1. Xie Zhong Jiang (Luohu, Dongmen) — all-you-can-eat hairy crab from about ¥298
Steamed, aged Huadiao wine, salt-baked and Hong Kong-style Typhoon Shelter crab, plus unlimited crab roe noodles and soup. Address: 1/F, Dongmen Center City, Luohu; roughly 10:00–22:00; walk in from Laojie Station (Metro Lines 1/3).
2. Xie San Bao (Futian / Nanshan / Bao'an) — hand-picked crab roe noodles
A regular on Shenzhen's popular crab lists, known for hand-picked crab roe lo mein, Huadiao drunken crab and crab roe soup dumplings. Futian: Gangxia Huangting Center, 350 Fuhua Road (near Gangxia Station, Line 1); Nanshan: Houhai Pengrunda Plaza; Bao'an: Qianhai HOP, 19 Xinghua 1st Road, Xin'an, Bao'an (walk from Baohua Station). About 11:30–21:30.
3. Xie Yi Pin — Crab Roe Noodles (Futian, Huangting Plaza)
Rich crab roe lo mein, drunken crab and crab roe soup dumplings. Address: L1, Huangting Plaza, 118 Fuhua 3rd Road, Futian; 10:00–22:00. The plaza connects directly to Convention & Exhibition Center Station (Lines 1/4).
4. Sheng Chao Hang (Luohu) — about ¥199 for 10 crabs, delivery to the port
For taking crabs home to steam, this is a local value pick: transparent pricing, from around ¥199 for 10 crabs with good roe; free delivery to the port for orders of 10+, and to Sheung Shui in Hong Kong on some days for 20+ (ask the shop). Address: Building 1, 144 Zhongxing Road, Luohu; open until about 2am.
5. Yu Yuan Shanghai Restaurant (Futian, Kerry Plaza) — whole crab banquet
A Jiangnan restaurant that runs a "whole crab banquet" each October: about 6 Yangcheng Lake crabs turned into 12 dishes, including sea urchin crab toast and crab roe smoked duck breast. Higher spend per head — book ahead. About an 8–10 minute walk from Convention & Exhibition Center Station.
6. Jiang Nan Chu Zi (Luohu, MixC) — crab with rice cakes
On the 4th floor of Luohu MixC, serving Jiangsu-Zhejiang cuisine; the hairy crab with rice cakes is a favourite. Direct access from Grand Theatre Station (Lines 1/2), Exit F.
7. Practical tips for crossing the border with crabs
- Keep them cool: ice packs plus newspaper or a towel, in a backpack or cooler bag. Do not soak them in water.
- Do not crush them: leave space between crabs.
- Keep the quantity plausible: one family meal's worth is safest.
- Keep the receipt: proof of personal purchase helps if you are questioned.
- Never carry for strangers: carrying crabs for others can look commercial.
- Cook the same day: live crabs lose quality the longer they are out of water.
8. Which border crossing to use
- Lo Wu (MTR East Rail) — connects to Shenzhen Metro Line 1; best for Dongmen and MixC. Roughly 06:30–24:00.
- Lok Ma Chau / Futian — connects to Lines 4/10; best for the Convention & Exhibition Center and Gangxia area.
- Shenzhen Bay — best for Nanshan Houhai and Bao'an Qianhai.
Note: evenings on weekends and around Mid-Autumn/National Day are peak times; if you are carrying live crabs, avoid roughly 17:00–20:00.
FAQ
Can I bring live hairy crabs into Hong Kong?
Yes. Seafood, including live crabs, is not among the categories regulated by Cap. 132AK, and a reasonable quantity for personal use in personal baggage is generally not restricted.
What about cooked crabs?
The same logic applies — they are seafood, not meat or poultry under that regulation; the principle is personal use in a reasonable quantity.
Is 20 crabs too many?
The law sets no number. 8–12 for a family of four is a common reference; 20 moves closer to the enforcement line for suspected commercial use, so consider your group size and keep receipts.
Can I bring them back to resell?
No. Selling hairy crabs is a restricted food activity requiring a FEHD permit or written permission, and importers must register under the Food Safety Ordinance. Selling without permission carries up to HK$50,000 and 6 months' imprisonment, and enforcement at the boundary has been stepped up.
Can a Shenzhen shop deliver crabs to Hong Kong?
Some shops offer delivery to the port or even to Sheung Shui on certain days — ask the shop. Cross-border delivery involves import and sale regulations; commercial use requires the relevant permits.
